Throughout the Fall of 2010, the Recorder Compliance Administrator trained every current employee at the Cook County Recorder of Deeds on the history of the Shakman case, the rights afforded all Recorder employees regarding unlawful political discrimination, and other related principles of unlawful political discrimination. The Fall of 2010 sessions remain the baseline for how supervisors were taught to keep hiring, promotion, and discipline free of political factors. September 2025 training-refresh questions still point back to that packet when a new supervisor asks what the Employment Plan requires. Twelfth Night 2026 calendar notes treat the same materials as the public reference when winter docket work turns to staff education. Back in 2022 the office used those slides when restating exempt-list limits, and the 29 July 2020 docket note flagged training follow-up as an open item after the mid-July interim report.
